CONTEXT

Administrative/Biographical history: Holywell Urban District Council (UDC), Flintshire, was established under the provisions of the Local Government Act 1894. The Council comprised councillors and a chairman, elected for three years. The Council took over responsibility for local sanitation from Holywell Local Board of Health (formed in 1862) and its responsibilities included sanitary services, sewerage, refuse collection, housing, streets, cemeteries, libraries, parks, controls on buildings such as petrol stations, and licensing of public entertainments. UDCs were administered by a number of committees and by appointed officers including a Clerk, Treasurer, Medical Officer of Health, Surveyor, Rating Officer and Sanitary Inspector. Holywell UDC was abolished in 1974 following local government reorganisation, being absorbed into Delyn Borough Council.

Scope and content/abstract: Records of Holywell Urban District Council and related bodies, 1724-1974, comprising records of the Clerk's department, 1851-1974, including council and committee minutes, 1895-1974, statutory registers, 1853-1959, and correspondence, 1894-1941; records of the Treasurer's department, 1897-1963, including general ledgers, 1897-1963, and Treasurer's accounts, 1912-1953; records of the Rating Officer, 1897-1963; maps and plans of the Surveyor's department, 1863-1969; the Medical Officer of Health's annual report, 1971; records relating to Richard Bromley, 1837-1916, including draft deeds relating mainly to Flintshire, 1862-1916, case papers, 1863-1915, and probate and bankruptcy records, 1867-1912; records of Holywell Local Board of Health and Urban District Council, 1862-1960, and Holywell District School Board, 1878-[c. 1912]; and deeds and other records relating to property in Holywell, 1724-1930.
