Administrative/Biographical history: Rhyl Urban District Council (UDC), Flintshire, was established under the provisions of the Local Government Act 1894, superseding Rhyl Improvement Commissioners. The Council comprised councillors and a chairman, elected for three years. UDCs originally took over responsibility for local sanitation from the local sanitary authorities and their responsibilities included sanitary services, sewerage, refuse collection, housing, streets, cemeteries, libraries, parks, controls on buildings such as petrol stations, and licensing of public entertainments. UDCs were administered by a number of committees and by appointed officers including a Clerk, Treasurer, Medical Officer of Health, Surveyor and Rating Officer. Rhyl UDC was abolished in 1974 following local government reorganisation, being absorbed into Rhuddlan Borough Council.


Scope and content/abstract: Records of Rhyl Urban District Council Clerk's department, 1880-1971, including various council and committee minutes, 1893-1971, seal registers, 1902-1959, Acts of Parliament, 1891-1956, press cuttings, 1908-1943, letter books, 1929-1957, correspondence files, 1899-1966, and Rhyl Cemetery grants of burial rights, 1900-1963; records of the Treasurer's department, 1882-1974, including ledgers, 1896-1961, accounts, 1902-1966, mortgages, 1882-1949, and registers, 1924-1973; Rating Officers' valuation lists, 1913-1950, and rate books, 1919-1961; and Surveyors' records, 1867-1973, comprising building control plans and registers, 1867-1972, highways and footways registers and plans, 1879-1973, and other plans, early 20th century.
