Administrative/Biographical history: Holywell Rural District Council, Flintshire, was created under the provisions of the Local Government Act 1894 and covered the parishes of Brynford, Caerwys, Cilcain, Gwaenysgor, Halkyn, Llanasa, Marford and Hoseley, Mold Rural, Nannerch, Nerquis, Newmarket, Northop, Whitford and Ysceifiog. The council comprised councillors and a chairman, elected for three years. They originally took over responsibility for local sanitation from the local sanitary authorities and their responsibilities included sanitary services, sewerage, refuse collection, maintaining local roads, cemeteries, parks, and licensing of public entertainments, water supply and later housing. Rural District Councils were administered by a number of committees and by appointed officers including a Clerk, Treasurer, Medical Officer of Health, Surveyor, Housing Officer and Rating Officer. Holywell Rural District Council was abolished in 1974 following local government reorganisation and was absorbed into Delyn Borough Council.


Scope and content/abstract: Records of Holywell Rural District Council Clerk's department, 1887-1974, including council minutes, 1894-1974, committee minutes, 1922-1934, letter books, 1887-1945, correspondence files, 1903-1966, attendance books, 1896-1923, and billeting and evacuation records, 1939-1946; Treasurer's department records, 1898-1965, including general ledgers, 1898-1965, other ledgers, 1925-1959, and accounts, 1900-1957; Rating Officer's records, 1926-1963, including valuation lists, 1926-1962, and rate books, 1927-1960; Housing Officer's rent account books, 1943-1947; Surveyor's reports, correspondence, maps and plans, 1894-1950; Public Health Inspectors' reports, registers and correspondence, 1897-1934; and Medical Officer of Health's reports, 1899-1926, 1970.
