CONTEXT

Administrative/Biographical history: The town of Flint, Flintshire, was granted its first charter by Edward I in 1284. Until the Municipal Corporations Act 1835, the borough was governed by the constable of the council, who also served as mayor, with the aid of two bailiffs elected by the burgesses. These were then replaced by a Town Council consisting of 18 Councillors and 6 Aldermen. In 1888, the Borough Council becaome responsible for sanitation and health. The Borough was abolished during local government reorganisation in 1974, with Flint becoming part of Delyn Borough Council, Clwyd. The powers of Holywell Rural Parish Council passed to the Borough in 1934. The borough was involved in administering the Flint Cottage Hospital and Flint Public Library; it also accumulated the records of Flint Gaol and Flint Gas and Water Co.
