CONTEXT

Administrative/Biographical history: Turnpikes were roads administered by trusts, authorized by private Acts of Parliament, to levy tolls in order to repay their subscribers. The turnpike roads in Flintshire were established in the late 18th century. By the beginning of the 19th century, there were 13 Turnpike Trusts in Flintshire, organised into three districts. The Flint, Holywell, and Mostyn District Trusts were administered separately, but had the same clerk and trustees. In 1863, an Act allowed the trustees to build new roads in addition to maintaining existing ones. The trustees, now meeting as one body, continued to meet until January 1885, when responsibility was passed to the local Highway Boards.
