Administrative/Biographical history: Private Acts of Parliament created Turnpike Trusts which comprised a group of trustees, usually members of the local gentry, administering funds provided by subscribers or tally holders to improve and maintain roads and collect tolls for their use. In 1770, Cardiganshire's first Turnpike Act divided the county into the Lower and Upper Roads Boards, the boundary running from Lampeter to the mouth of the river Aeron at Aberaeron. In 1836, a Government inquiry recommended that Turnpike Trusts be wound up, but those still in debt to their subscribers remained in existence into the 1880s, handing their responsibilities to Highways Boards funded by the rates.
