Administrative/Biographical history: Penarth Local Board of Health, Penarth, Glamorgan, was created out of the Cardiff Rural Sanitary District in 1875. It covered the parishes of Penarth, Cogan and Llandough. The Local Board was succeeded in 1894 by Penarth Urban District Council. The minute book used to record the minutes of the Local Board continued in use as the minute book of the Urban District Council, and the last volume of the Local Board minutes contains minutes for the Urban District Council until November 1898.
