Its powers covered: sanitation; public health; housing; hospitals; maternity and child welfare; parks and recreation grounds; public lighting; cemeteries and burial grounds; and emergency services. The council oversaw committees responsible for these activities; council staff were organised into departments, including the surveyor's, clerk's, and treasurer's departments. The Council was also a constituent authority of the Mid-Glamorgan Water Board. Penybont Rural District Council ceased to exist in 1974. Under the terms of the Local Government Act, 1972, its powers were transferred to the newly-established Ogwr Borough Council.
