Administrative/Biographical history: TVEI (Technical and Vocational Initiative) was established by central government as part of the Manpower Services Commission in 1986 as a five-year pilot scheme; the intention was to stimulate the provision of technical and vocational training for 14-18 year olds in the education system by means of a series of projects exploring and testing methods of organising, managing and providing resources for programmes of education. The Manpower Services Commission had been established in 1974 to manage the country's public employment and training services, and to advise central government on manpower policies. The Commission was answerable in Wales to the Secretary of State for Wales. The TVEI was introduced as a response to the concern expressed by the business world that students were not adequately prepared for working life. Pilot projects were established under the TVEI over several years. The TVEI project applied to children of all educational abilities, aged 14 and over, for a four-year course operating through consortia of existing schools and colleges of further education. The TVEI Resources Unit was based at Cefn Road, Mynachdy, Cardiff, Glamorgan. The project closed in 1995.
