Administrative/Biographical history: Cardiff was a county borough from 1889 until 1974, when local government was reorganised, with the creation of a two-tier system of county and district councils. The historic county of Glamorgan, comprising Glamorgan County Council (1889-1974) and the County Boroughs of Cardiff, Merthyr Tydfil and Swansea, was divided into three new county councils, one of which was South Glamorgan County Council. Below South Glamorgan, at the district level, were Cardiff City Council and the Vale of Glamorgan Borough Council. District councils had reponsibility for housing, planning and development, environmental health, and recreation. The district council was administered by elected councillors, with committees overseeing the various aspects of its work. In 1996, South Glamorgan County Council and the Cardiff City Council were abolished, and replaced by a new unitary authority - the County Council of the City and County of Cardiff, now known as the Cardiff County Council.
