Administrative/Biographical history: As a result of the large increase in motor car ownership at the turn of the twentieth century, the Motor Car Act 1903 was passed in order to regulate motor vehicle use on British roads. The Act required that all motor vehicles be licenced and issued with a unique registration number. These regulatory powers were further consolidated under the Roads Act 1920. By the 1960s, it was clear that the local system of registration was inadequate in an era of mass car ownership, and a system of central registration was gradually introduced from 1965 onwards.
