Administrative/Biographical history: Civil parishes were established by the Local Government Act 1894 and took over some responsibilities previously administered by the (ecclesiastical) parish vestry. Rumney civil parish was formed out of Rumney ecclesiastical parish. In 1938 it was transferred from Monmouthshire and amalgamated with Cardiff County Borough.
