Administrative/Biographical history: The registration of motor vehicles and the licencing of their drivers was introduced in the UK by the Motor Car Act of 1903, using a system of index marks together with the licencing of their drivers (although at this point no proficiency test was used). Both registration and licencing was entrusted to County and County Borough Councils with each registration authority being allocated an index mark consisting of one or two letters. Special arrangements were made for those vehicles registered in Scotland and Ireland, yet Wales and England shared their index mark. Arrangement under the 1903 Act continued to operate until the First World War, then the system was substantially overhauled under the 1920 Roads Act. The Act confirmed the councils as registration authorities although they now acted as agents for the newly formed Ministry of Transport, who took over the responsibility for roads from the Local Government Boards. Due to increased numbers of drivers and cars, by 1932 there was further scope for extension of the registration and licencing system, which changed from a two-letter-four-number index to a three-letter-three-number index. This means the records from the period 1920 onwards were deemed public records under the 1958 Public Record Act, while those from the post-1903 period are considered registration authority records.
