Administrative/Biographical history: A rate is a levy for local purposes. Compulsary rating had its origin in the 1601 Act for the Relief of the Poor which created a rate system based on a person's ability to pay. However, by 1836 this system had been transformed to one of rating by annual value of a property. The union Assessment Committee Act of 1862 created the appointment of an assessment committee in each union district charged with the supervision of the valuation of all properties in each parish within the union. However, these responsibilities remained permissive and problematic until the passing of the Rating and Valuation Act in 1925, which abolished the 16,000 union rating authorities and replaced them with 1770 new rating authorities across Britain, as well as consolidating the rates and improving the valuation system. These records relate to the County Borough of Cardiff's rating Assessment Committee following the passing of the 1925 Act.
