Administrative/Biographical history: Swansea County Borough Council was created in 1889. It was enlarged in 1918 by the addition of Oystermouth Urban District Council, Brynau Parish and parts of Swansea rural district. The County Borough became a City in 1969 and in 1974 absorbed Gower rural district. These local authorities all raised part of their income from levying rates upon the inhabitants of the local authority areas. The property of individual ratepayers was valued to determine their rateable value, which was based on the amount of rent a hypothetical tenant could expect to pay annually. By the 19th century there were various different types of rates levied by different bodies. These were gradually consolidated over time, with a single general rate ultimately being levied instead of the poor and other rates. Water rates continued to be collected separately because in many cases private companies rather than the local authority provided the water supply.
