CONTEXT

Administrative/Biographical history: Abertillery and District Water Board was formed by Abertillery, Abercarn, Risca and Mynyddislwyn Urban District Councils in 1909 and was officially constituted by Act of Parliament in 1910. The purpose of the Board was to build a reservoir at Grwyne Fawr in the Black Mountains, Brecknockshire, along with a pipeline to Cwmtillery Treatment Works, to supply the district's 70,000 strong combined population with fresh water. The Grwyne Fawr Reservoir was finally completed in 1928, although the pipeline had been in operation since 1915. From 1926 the Board took over direct responsibility for the water supply from the individual urban districts. Abertillery and District Water Board came to an end in 1970 when it became part of the new Gwent Water Board.
