CONTEXT

Administrative/Biographical history: Until the Poor Law Amendment Act 1834, relief of the poor was the responsibility of the parish. Following the Act, parishes were grouped into Unions, which were charged to provide a workhouse for the relief of the able-bodied poor. The Board of Guardians responsible for the Union had other duties from time to time, including the registration of births, marriages and deaths, vaccinations, assessments of rates, sanitation, school attendance and infant life protection. By the Local Government Act 1929, Unions were abolished and their duties transferred to County Councils, responsibility for the poor being transferred to the Public Assistance Committee until 1948, following the creation of the National Health Service and other welfare provisions. Local Executive Councils, including Montgomeryshire Executive Council, were established which had responsibility for family practitioner services. These Councils dealt with family doctors, dentists and pharmaceutical arrangements in their area. They replaced Insurance Committees, established after the National Insurance Act 1911, which used revenue from those in employment to fund medical services, provided by a Panel Committee. In 1974, the Powys Area Health Authority was established and took responsibility for healthcare provision in Montgomeryshire. The Newtown and Llanidloes Union had been formed in 1837 of 17 constituent parishes; a workhouse was erected at Caersws in 1840. After the closure of the workhouse, the site became Llys Maldwyn Hospital, initially operating as a children's hospital and caring for patients with learning difficulties; it closed in 1999. The Forden Poor Law Union was established in 1870, and included constituent parishes in Montgomeryshire and Shropshire; Aston, Berriew, Brompton and Rhiston, Castell Caereinion, Castlewright, Chirbury, Church Stoke, Cletterwood, Cyfronydd, Forden, Hope, Leighton, Llandysul, Llanmerewig, Middletown, Montgomery, Trewern, Trelystan, Uppington, Welshpool and Worthen. Later additions to the Union included Alberbury, Buttington and Guilsfield. The workhouse later became Brynhyfryd Hospital, caring mostly for elderly patients.
