CONTEXT

Administrative/Biographical history: Thomas Edward Mostyn Lloyd Mostyn (1830-1861) was the first Chairman of the Llandudno Improvement Commissioners; in 1895, it became Llandudno Urban District Council. UDCs were administered by committees and by appointed officers including a clerk, treasurer, medical officer of health, surveyor and sanitary inspector. They took over responsibility for local sanitation from the local sanitary authorities (in this case, Conwy and Colwyn Bay Joint Water Supply Board). They later became responsible for approving building plans. Llewelyn Nevill Vaughan Lloyd Mostyn (1856-1929), 3rd Baron Mostyn, assisted the town's development, donating sites for public buildings; he was Chairman of the Llandudno Urban District Council, 1902-3. In 1974 the Council was replaced by Aberconwy Borough.
